The first hairs are already visible, but we have to wait for a proper beard:

Since the concoction only works on men, in exchange for help in making them, Simon The Beggar will sell the women a dress.

Simon will ask us to find and bring back his old staff, which is located in the Hero Cave in the northern part of Edron.
